This article analyzes in detail various definitions of the concept of “referendum” based on the opinions of scientists, which allows us to highlight its key aspects and emphasize its significance as a form of direct participation of the people in state and public administration. The generally accepted principles of organizing and holding a referendum based on the experience of foreign countries are considered. Various types of referendums according to certain categories are identified, forming its modern classification. The general characteristics of the referendum institution make it possible to determine its importance as an institution of democracy and the stages of its formation.
