The article is devoted to the analysis of the necessity of modernization of pre-trial proceedings in criminal cases in the context of the protection of constitutional human rights and freedoms. The authors emphasize the problems of the current structure of pre-trial proceedings, including the lack of logical consistency and content in the pre-trial investigation, which is often limited to a formal list of procedures. The impact of these procedures on forensic statistics and the overall burden on law enforcement agencies is discussed. The article argues in favor of revising the stage of initiation of criminal proceedings, suggesting ways to improve the efficiency of crime detection and protection of the rights of participants in criminal proceedings.
