This publication has been prepared in the context of administrative reforms carried out in the Republic of Uzbekistan. Since administrative reform is a complex process of legal implementation of management decisions and is designed for a long-term perspective, from today's perspective it needs deep monitoring. The study of the existing regulatory framework (international doctrines, constitutional provisions, laws, decrees, judicial decisions, acts of the supreme executive authorities) on administrative reform issues shows that some decisions “do not work". The purpose of the publication is to analyze the causes of this phenomenon. In the publication, the author uses the method of sociological survey, comparative legal analysis, synthesis, and study of statistical data.
