This article examines how command-and-control and marketbasedmechanisms used to introduce environmental standards in Uzbekistan’sindustry affect environmental costs and production efficiency. An institutionaland comparative analytical framework is applied. The results indicate that amixed policy design can reduce transaction costs while strengtheningmodernization incentives. The contribution is a set of criteria for aligningregulatory instruments with sectoral characteristics.
