Entrepreneurial environment of the Tashkent region: barriers, factors and growth prospects

Small business functionality serves as a vital catalyst for socio-economic transformation, regional resilience, and structural balance within emerging markets. In Uzbekistan’s evolving economic architecture, targeting regional entrepreneurial dynamics has emerged as a cornerstone of state strategy. Rather than evaluating general trends, this paper delves into the multi-layered determinants—ranging from financial access and physical infrastructure to institutional efficacy and localized human capital—that govern enterprise performance in the Tashkent region. Utilizing a mixedmethod approach encompassing spatial-economic analysis and composite indexing, the study introduces the Small Business Development Environment Index (SBDEI) alongside a specialized two-dimensional risk-controllability matrix. The resulting recommendations offer targeted interventions, including a proposed two-tier industrial belt and universitylinked innovation vouchers.
