The article analyses the administrative system of the Emirate of Bukhara, which fell into political dependence on the Russian Empire after 1868, and the impact of this system on the socio-economic life of the population of the Zarafshan Valley. Drawing on archival documents, travellers’ accounts and historiographical works, the study examines the narrowing of the emir’s powers through treaties and the Russian Political Agency, the structure of the central apparatus built around the high offices of qushbegi, qozikalon, otaliq and devonbegi, and the actual functioning of local government organised in bekliks, amlokdorliks and aminliks. The article shows to what extent administrative practice in tax collection, water distribution, judicial affairs, trade and finance shaped the everyday life of ordinary people. It concludes that while the traditional forms of government were preserved, their substance was subordinated to the interests of the empire.
