Maqolada turoperatorlik xizmatlari rivojlanishiga ta‘sir etuvchi omillarni tizimlashtirish va ularning O'zbekiston turizm bozorida 2016–2025-yillarda bosqichma-bosqich namoyon bo‗lishini aniqlash masalasi yoritilgan. Omillarning ikki darajali tasnifi taklif etilgan: tashqi (ekzogen) – makroiqtisodiy, institutsional, geosiyosiy, texnologik va tabiiy-iqlimiy hamda ichki (endogen) – infratuzilmaviy, ijtimoiy-madaniy, raqobat va resurs omillari. Omillar guruhlari ta‘sir ko'lami, o'zgarish tezligi, prognozlanuvchanligi va o'zaro bog'liqligi mezonlari bo'yicha saralanib, har biri uchun boshqaruv yondashuvi asoslangan. Rasmiy statistika, me‘yoriy-huquqiy hujjatlar va turoperatorlar reyestri ma‘lumotlari asosida soha rivojlanishining to'rt bosqichi ajratilgan hamda har bir bosqichda yetakchi omillar konfiguratsiyasi aniqlangan. 2016–2025-yillarda turistik maqsadda kelgan chet el fuqarolari soni 2,0 mln dan 11,7 mln nafarga, turoperatorlar soni 561 tadan 3 108 taga yetgani, dastlabki bosqichlarda institutsional omillar, joriy bosqichda esa texnologik va ichki (raqobat, kadrlar) omillar hal qiluvchi ahamiyat kasb etayotgani ko'rsatilgan.
