Annotatsiya

This article analyzes the theoretical and conceptual foundations of the conceptof a "financially independent state higher education institution," as well as the evolution of itsformation in Uzbekistan. Various interpretations of university autonomy, particularly financialautonomy, presented in the international scholarly literature (B. Clark, H. Etzkowitz, L.Leydesdorff, J.G. Wissema, I.M. Pandey, G. Hills, M. Beloff, I.V. Abankina, A.D. Kvashin, andothers) are synthesized, and an original definition of the concept is proposed. A comparativeanalysis of the Anglo-Saxon, Continental European, and post-Soviet models is conducted,demonstrating their adaptation to the conditions of Uzbekistan. Based on statistical data from theMinistry of Higher Education, Science and Innovation and the Ministry of Finance of the Republicof Uzbekistan for 2017–2025, seven stages in the development of financial independence of statehigher education institutions in Uzbekistan are identified. As a result of the study, the hybrid natureof the emerging "Uzbek model" is substantiated, the main systemic problems of its implementationare identified, and practical recommendations are developed for establishing technology transferoffices, introducing a "40-30-30" incentive scheme, supporting spin-off companies, and creatingendowment funds.
