Specialise or diversify? A related-variety resolution of the regional development dilemma in tourismdependent service economies

Regional policy issues two instructions that appear to contradict one another. Smartspecialisation directs regions to concentrate scarce resources on domains of existing comparativeadvantage; resilience thinking directs them to diversify so that a shock to any single activity doesnot propagate to the whole economy. The related-variety literature has offered a reconciliation —diversify, but into activities cognitively proximate to what the region already does — yet thatreconciliation has recently been subjected to a substantial critique questioning whether relatednessmeasures capture the mechanism they are held to capture. This article argues that the dilemma issharpest, and the existing reconciliation weakest, in tourism-dependent service economies, andthat these cases require a framework the literature does not currently provide. Tourismsimultaneously intensifies both poles: it generates strong agglomeration and reputational returnsto concentration while exposing the regional economy to demand shocks that are exogenous,correlated across all tourism-linked activities, and unrelated to local productive capability.Following a theory-adaptation design, the article separates capability relatedness from demandcorrelation and distinguishes three diversification paths available to such regions — deepeningwithin the tourism value chain, branching into related non-tourism services, and leapfrogging intounrelated activity — specifying the conditions under which each dominates. Nine propositionslink asset specificity, demand correlation, institutional thickness and the seasonality profile to theappropriate path, and identify a diversification trap in which apparent diversification raisesmeasured variety while leaving the underlying demand exposure unchanged. The framework isillustrated with published statistics on the Bukhara region of Uzbekistan, whose 2020 demandcollapse displays the exposure structure the framework describes
