The article proposes a conceptual and computational methodology for assessing the level of development of innovative services in the regions of Uzbekistan through a multi-criteria rating. The methodology distinguishes innovative services from general innovative potential and is aimed at a joint analysis of the service market, digital environment, infrastructure, financial resources, human capital, social stability, and entrepreneurial activity. The theoretical model is based on 21 indicators and 7 blocks, while empirical testing is based on the principle of using verified indicators available in official statistics. The procedure for normalization, calculation of expert weights, partial and integral indices, verification of rating stability, and linking to policy decisions is described.
