This article analyzes the mechanisms for managing reading culture and reading motivation among university students and learners. The author theoretically and practically substantiates the role of cognitive processes, intrinsic and extrinsic motivational factors in the formation and development of reading activity, as well as the problematic phenomenon of “clip thinking” emerging in the modern information environment. Based on the findings of the study, practical recommendations and effective mechanisms aimed at increasing reading activity in the educational process are developed.
