The article provides a detailed analysis of the role of state target programs in theeconomic and social development of countries, the experiences of developed countries infinancing state programs, the positive and negative aspects of these practices, the benefitsprovided by the state to small and medium-sized businesses, and the economic changes resultingfrom this.
