The article analyzes the issue of limiting the effectiveness of single, uniform measures in regional economic policy. Evaluating regions only by gross regional product, investment or industrial volume is not sufficient for practical management, since the institutional conditions behind economic results vary. Therefore, the study developed a procedure for classifying regions based on the level of institutional development, the ability to convert resources into economic results, the degree of connection to local economic chains, and management flexibility.
