The article proposes an institutional approach to the formation of regional economic projects, starting from local needs. In it, the demand of the population and the local market is determined as an economic signal, this signal is transformed into a practical business opportunity for small businesses, provided with the necessary services and infrastructure conditions and linked to a single decision-making process by local government. This approach allows us to assess not the commissioning of a separate investment or infrastructure facility, but its diffuse impact on local business, employment, the service market and population incomes as the main result.
