The article discusses the problems of increasing the efficiency of the investigation bodies at the stage of initiating a criminal case and issues related to their solution. The views of scientists and practitioners on the modernization of criminal proceedings are analyzed, in particular, the exclusion of the stage of initiating a criminal case. Based on the analysis, proposals were made for the development of a quality standard for pre-investigation checks in order to consolidate the actions of officials of the bodies of inquiry on the application of the norms of criminal procedure legislation at the stage of initiating a criminal case.
