Introduction. International tourist arrivals to Uzbekistan grew from approximately 2.7 million in 2016 to 6.7 million in 2019, an increase of nearly 150% in three years, before the COVID-19 pandemic interrupted this growth trajectory. Revenue from tourism reached USD 1.7 billion in 2019, representing approximately 2.3% of GDP, and the sector employed over 260,000 people (Adilchaev et al., 2023; State Committee for Tourism Development, 2024). Recovery has been strong, lonely planet and CNN Travel both listed Uzbekistan among the best places to visit in 2024, reflecting the destination’s growing international profile. Yet significant challenges remain. Uzbekistan’s average tourist spending remains relatively low by international standards, reflecting a product mix still weighted toward budget and backpacker travel. Infrastructure capacity, particularly in accommodation, transport connectivity, and digital tourism services, continues to constrain growth and limit access to higher-value market segments. Environmental sustainability concerns at key heritage sites, human capital deficits in the hospitality workforce, and governance coordination challenges between national and regional tourism authorities represent structural barriers to realizing the sector's full economic potential.
