This research focuses on analysing the difference between competence and performance, a problem which can be witnessed widely in a second language learning process, but still not sufficiently examined from an empirical perspective. Many foreign language learners face notable difficulties while forming an oral speech in real time, even though they have successfully learned grammar rules and vocabulary units. This phenomenon requires to review the connection between the existance of language knowledge and its practical application. Research is conducted based on a mixed- methodological approach. Quantitative data was collected through results of tests which are aimed at determining the level of students’ grammatical and lexical knowledge, from a qualitative perspective, their oral speech performance was evaluated through specific organized communicative tasks. Besides, semi-structured interviews were conducted to identify learners’ psychological and cognitive barriers in the speaking process. According to the analysis’ results, even though students have high-level language proficiency, they face significant limitations while applying this knowledge in active speech. Especially, anxiety arising during the speaking process, cognitive load, and insufficiently developed automated language skills emerged as the main factors underlying this discrepancy. This study empirically examines the relationship between competence and performance within the framework of second language acquisition theory, and justifies the need to reconsider approaches to developing oral language in educational practice. Future research will focus on exploring the competence–performance gap across diverse learning contexts and proficiency levels, as well as identifying effective strategies to enhance speaking automatization.
