ASSESSMENT OF DIGITAL AND STRATEGIC CAPACITY SUPPORTING SMART CITY DEVELOPMENT IN THE REGIONS OF UZBEKISTAN

Annotatsiya

This article assesses the digital-strategic capacity supporting smart-city development across 14 administrative regions of Uzbekistan. The empirical dataset was compiled from official statistics for 2020–2025. Four indicators were used: internet subscribers per 100 inhabitants, the share of information and communication services in total market services, gross regional product per capita, and market services per capita. The indicators were normalized against the annual regional maximum, while their weights were determined using Shannon entropy. A composite index was calculated for 2025. Tashkent city, Navoi region, and Tashkent region recorded the highest values. The study’s contribution is the transparent adaptation of the Yin and Liu conceptual framework to reproducible regional statistics in Uzbekistan. The index should not be interpreted as a direct measure of smart-city performance; rather, it represents the digital and economic readiness of regions to support smart-city initiatives.
