Cerebrovascular diseases are one of the most urgent medical and socio-economic problems. In the structure of total mortality, acute cerebrovascular accidents account for 21.4%, and disability after a stroke reaches 3.2 per 10 thousand of the population, ranking first among all causes of primary disability (Vereshchagin N.V., Piradov M.A. , Suslina 3. A., 2012; Gusev E. I., Skvortsova V. I., Stakhovskaya L. V., 2013; Suslina Z. A., Tanashyan M. M., Ionova V. G., 2015). The most important risk factors for stroke include diabetes mellitus (DM) [Virani, S., 2020]. Currently, DM is a global medical and social threat, the growth rate of which has acquired the scale of a global epidemic [Dedova I.I., M.V. Shestakova, A.Yu. Mayorova, 2019; American Diabetes Association. Introduction: Standards of Medical Care in Diabetes-2018 / American Diabetes Association]. According to the International Diabetes Federation (IDF), there are 463 million people on the planet with diabetes, 63% of them are of working age. At the same time, at least half of the cases of DM are not diagnosed [Atlas IDF, 9th ed., 2019 - [Electronic resource], I.I. Dedov, M.V. Shestakova, G.R. Galstyan, 2016].
