This article covers the termination of the activities of the “Russian-native” and “New Method” schools in the territory of Uzbekistan at the beginning of the 20th century, the organization of literacy and illiteracy elimination courses starting from 1918, and the work carried out in this regard. Special attention is given to the role of trade unions and the “Qo‘shchi” organization in establishing courses for the education of semi-literate and illiterate population groups, the state of their functioning in the regions of the republic, as well as the problem of teacher shortages in schools. In addition, the article provides information on the formation of the “primary education” system in the USSR and its implementation in the territory of Uzbekistan.
