This article analyzes two key directions of the agrarian policy implemented in the Khorezm People’s Soviet Republic (1920 – 1924) – land and water reforms, and the restoration of the cotton sector. It examines changes in land ownership systems, the development of irrigation infrastructure, and the measures taken to provide material support to peasant farms. The strategic importance of cotton, the state policy aimed at its expansion, and its role in serving the interests of Soviet Russia are also explored. The study is based on archival documents from the KhPSR, contemporary press materials, government decrees, and relevant academic literature.
