The research presents a comparative analysis of national approaches and international best practices. In Uzbekistan, the “Digital Uzbekistan – 2030” strategy, adopted by Presidential decrees and resolutions, plays a crucial role in modernizing the business environment, supporting startups, and legally securing digital payments and online services. The article highlights the significance of strengthening the legal framework for digital rights of business entities, the protection of personal data, and the need for precise legislative definitions of terms such as “digital entrepreneurship” and “digital rights.” Furthermore, the author argues that digital transformation requires not only innovative economic measures but also effective legal mechanisms to ensure cybersecurity, consumer protection, and fair competition in digital markets.
