This scientific article provides a comprehensive and systematic analysis of the formation, legal foundations, and development trends of administrative courts in the Republic of Uzbekistan. The study examines the evolution of the administrative justice system from the early years of state independence to the present, taking into account large-scale judicial reforms, legislative changes, and trends emerging from judicial practice. The author proposes a three-stage model for analyzing the development of administrative justice, revealing the institutional, procedural, and functional characteristics of each stage. Particular emphasis is placed on the establishment of administrative courts as an independent branch of the judiciary, which has significantly strengthened judicial protection for individuals and legal entities against unlawful decisions, actions, or inaction of public authorities and officials. The article also analyzes reforms aimed at improving administrative procedural mechanisms, ensuring effective enforcement of court decisions, enhancing the principles of equality of parties and adversarial proceedings, and expanding access to justice in public-law disputes. The findings of the study demonstrate that administrative justice has evolved into a key institutional guarantee for the protection of human rights and freedoms, as well as for ensuring legality and accountability in relations between the state and citizens. The conclusions presented may serve as a theoretical and practical basis for further improvement of administrative justice and judicial reform policies in Uzbekistan.
