This article reflects the concept of human capital, the main concepts and patterns associated with it, conducted a study based on the case method, and made conclusions about social capital. Expanding the scope of reliance on the intellectual and professional potential of an employee in the preparation and education of civil servants using the case method has a direct impact on the effectiveness of management. This requires the implementation of a fundamentally new educational concept of management activity, the use of this method as a method of modernizing its capabilities, a process focused on the main problems of civil service and public administration. In the new Uzbekistan, the tasks of creating a promising generation of management personnel focused on serving the people and forming a new approach to training civil servants are a priority area of policy. Radical reform of the current state of personnel training is carried out in harmony with changes in the theoretical, empirical and methodological concept of the educational process.
