The article substantiates the relevance of the transition from reactive to proactive management in a difficult economic situation. In response to the challenges of modern society, an innovative predictive human resource management system has been developed. This system integrates modern tools of strategic management and human resource management, combining them into six interrelated modules. The key advantages of the system are its adaptability to changes in the economic environment, comprehensive predictive assessment at all organizational levels, and the ability to solve problems ahead of time. The presented system is positioned as a necessary tool for building a stable and competitive organization in a dynamic market where talent retention and organizational flexibility are crucial.
