This article analyzes the role of the ruler factor in the formation of the power of the Turkic Khaganate. Based on Chinese, Arab, and Persian sources, the study examines the political system of Turkic states, the principles of power succession, and the influence of the ruler’s personality on socio-political processes. Additionally, the governance traditions of Turkic peoples and the impact of the ruler’s figure on state centralization are considered from a scientific perspective. The study employs a historical-comparative method, source analysis, and a political-historical approach.
