This article provides a comprehensive analysis of the social policy pursued by the Russian Empire in the Turkestan region during the late 19th and early 20th centuries, focusing on the formation and essential characteristics of the system of charitable institutions and social welfare in the Semirechye oblast based on primary historical sources. Drawing on the example of the administrative center Verny and its surrounding uyezds, it explores the activities of orphanages, almshouses, religious-social brotherhoods, and humanitarian organizations (such as the Red Cross Society).
