This article analyzes the socio-philosophical foundations of reducing social exclusion in strengthening state legitimacy. Social exclusion is considered a factor that reduces citizens’ socio-political activity and weakens trust between the state and society. It is also substantiated that social justice, inclusive relations, civil society institutions, and legal culture are important determinants of ensuring state legitimacy.
