This article examines the problems of establishing responsibility and preventing crimes related to mass riots, the causes of mass riots, legal measures for their prevention and counteraction, and examines the activities of state bodies and the state of current legislation in this area. Also, the third, fourth, and fifth parts of Article 244 of the Criminal Code, introduced on the basis of the Law of the Republic of Uzbekistan No.1051 dated March 27, 2025, opinions on this issue and the specified tasks for preventing mass riots in the future, the actions of law enforcement agencies, various methods of effective counteraction to mass riots in state structures, the role of civil society institutions in preventing mass riots, early detection of mass riots through the Internet and other mass media were analyzed. Furthermore, prevention has been approached as a mechanism for identifying the causes and conditions contributing to the commission of a crime, and for determining the person who may commit the crime. Based on the analysis of scientific research and regulatory documents, scientific conclusions, proposals, and recommendations have been developed on determining the responsibility for crimes related to mass riots and their prevention.
