Annotation. This article offers an extensive analysis of the personnel policy pursued in the Surkhandarya region between 1920 and 1990 and its subsequent influence on the emergence of local expertise, grounded in archival evidence. The study examines the rationale behind the central government's strategy of deploying outside specialists, issues of staff turnover, and the complexities of socio-cultural adaptation to the local environment. The dualistic nature of this policy—balancing economic modernization with the deliberate restriction of indigenous potential—is evaluated through a comparative lens of national and international historiography. Furthermore, by providing a statistical assessment of the Termez Agricultural Technical School and personnel trends in the cotton sector, the research scientifically establishes that a selfsufficient local managerial capacity only reached maturity by the 1980s
