This article examines the concepts and features of public services in the Republic of Kazakhstan and Uzbekistan based on scientific doctrine and national legislation. The article analyzes the history of the term public services, as well as the concept of public services not only in Kazakhstan and Uzbekistan but also in other developed countries on the basis of scientific works of the CIS countries and abroad. It is proved that the concept of public services is related to the concept of the “service state". The author concludes that the concept of public services based on the scientific doctrine of foreign authors is defined as actions of state bodies and private (public) entities aimed at meeting the needs of citizens and organizations within the framework of the realization of their rights and legitimate interests. These services can include a wide range of activities, such as the provision of licenses, registration of legal entities, social benefits, and other services provided by the State. The article also analyzes the legislators.
