The article concludes that legislative amendments are needed to clarify that state oversight conducted by the competent inspectorate, focusing on compliance with permitting documents and urban planning standards for construction projects, should not be regarded as a review of the business activities of economic entities and should proceed without registration in the "Uniform State Control" information system.
