This article examines the influence of medieval Chinese legislation and steppe customs and traditions on the formation of the judicial system of the Khitan (Liao) Empire. The study explores the dual administrative system in which Chinese legal norms were applied to the sedentary population, while traditional steppe customs governed the nomadic population. Particular attention is given to criminal and civil law, the system of punishments, and the functioning of judicial institutions. Based on historical sources, the article reveals the process of legal synthesis within the Liao Empire
