In the modern developing process to improve the quality of education and training of potential personnel, it is first of all important to reduce the level of corruption in the higher education system. Establishing criteria for openness, transparency and fairness in the process of entrance examinations and transfer to higher education institutions is one of the determining factors in the effective fight against corruption in the field. Studying the experience of advanced foreign countries in the admission and transfer of education to higher education institutions and its implementation in practice will serve to prevent corruption. This article examined entrance exams to higher educational institutions in leading foreign countries, the selection of applicants, and transfer procedures.
