The article examines the traditional judicial system that developed in the Kazakhsociety in the 19th century on the path to integration into the common imperial space. The mainareas of activity and powers of the Kazakh People's Court, defined in the "Regulations on theGovernance of Turkestan" (1886), are studied. It was found that the implementation of changeswas ineffective and caused a wide discussion in the central and regional authorities
