A STANDARDS-BASED METHODOLOGY FOR ARTIFICIAL INTELLIGENCE INTEGRATION IN UZBEKISTAN’S HIGHER EDUCATION ALIGNED WITH INTERNATIONAL STANDARDS

The rapid integration of artificial intelligence (AI) into higher education, together with the fast digital transformation of emerging economies such as Uzbekistan, has created an urgent need to align national practice with international standards. This article develops a standards-based methodology for AI integration in Uzbekistan’s higher education that is systematically aligned with international standards. The aim of the study is to map the key dimensions of AI use in education to the relevant standards and to synthesize an integrated, reproducible methodology adapted to the national context. The study relied on integrative documentary analysis, comparative standards mapping and conceptual synthesis, drawing on international standards and frameworks, national normative documents, and official statistics from the last five years. The analysis mapped eight dimensions of AI in education to standards including ISO 21001:2018, ISO/IEC 42001:2023, ISO/IEC 23894:2023, the UNESCO Recommendation on the Ethics of AI (2021), the UNESCO AI competency frameworks (2024), the EU AI Act (2024) and the NIST AI Risk Management Framework (2023). Official data show that Uzbekistan rose to 70th place in the 2024 Government AI Readiness Index and to 62nd in 2025, scoring 100 on the “Vision” indicator, which confirms a strong policy foundation. A Plan–Do–Check–Act methodology was proposed, integrating educational quality management, AI management, ethics and quality assurance under a cross-cutting governance layer. The novelty lies in aligning AI integration in Uzbek higher education with the full set of international standards. The results are of practical value for higher education institutions, quality assurance agencies and policymakers.
