Priority directions for improving international legal mechanisms for combating corruption in the context of digital transformation

This article analyzes the priority directions for improving international legal mechanisms for combating corruption in the context of digital transformation. The study examines the issue within the framework of international law, anti-corruption policy, digital governance, and transnational cooperation. The purpose of the research is to identify effective international legal mechanisms for combating corruption based on modern digital technologies and to develop proposals for their improvement.The article highlights the role of international organizations, regional institutions, and interstate cooperation in combating corruption. Particular attention is paid to the importance of e-government, open data, artificial intelligence, digital monitoring, and asset recovery mechanisms. The findings indicate that digital technologies serve as an effective tool for reducing corruption risks, enhancing transparency, and improving the efficiency of public administration. Nevertheless, differences in legal regulation, cybersecurity challenges, limitations in cross-border data exchange, and institutional inconsistencies continue to hinder the effectiveness of these mechanisms.The study identifies the harmonization of legal frameworks, the development of rapid information exchange mechanisms, the improvement of digital monitoring systems, the legal regulation of virtual assets, and the strengthening of specialized anti-corruption institutions as the key priorities for enhancing international legal mechanisms. The scientific novelty of the research lies in substantiating, for the first time, a three-tier (normative, operational, and institutional) convergence model for improving international legal mechanisms of anti-corruption in the context of digital transformation: at the normative tier, an international legal instrument extending criminal-law definitions of corruption to digital assets (in the form of an additional protocol to the UN Convention against Corruption or a model law); at the operational tier, a platform for rapid digital information exchange built on the network of financial intelligence units; and at the institutional tier, a specialized digital anti-corruption oversight body.
