Human rights in the digital environment: the role of education in empowering children and youth

Annotatsiya

The article examines issues related to human rights education for children and young people in the context of the digital transformation of society. It analyses the impact of the digital environment on the exercise of the right to education, access to information, freedom of expression, the right to participation, and the right to privacy. Particular attention is paid to emerging challenges related to personal data protection, the spread of inaccurate information, online violence, discrimination, the digital divide, and the use of artificial intelligence technologies.The article examines contemporary international approaches to human rights education and digital literacy, including the provisions of General Comment No. 25 (2021) of the UN Committee on the Rights of the Child and the Fifth Phase of the World Programme for Human Rights Education (2025–2029). It substantiates the need for a comprehensive approach that combines legal knowledge, practical skills, digital and media literacy, equal access to digital resources, and meaningful youth participation in educational initiatives. The article also examines measures undertaken in the Republic of Uzbekistan within the framework of the implementation of the Fifth Phase of the World Programme and their significance for the further development of human rights education in the digital environment.
