The article examined the territorial dimension of poverty reduction policy in Uzbekistan. Although the national poverty rate fell from 17.0% in 2021 to 5.8% in 2025, regions continued to differ in economic opportunities, labour market structure, infrastructure, human capital and household income sources. Using regional data of the National Statistics Committee and World Bank evidence, the study applied dynamic, comparative, grouping and systems analysis. The results showed that similar volumes of resources generated different outcomes across districts and that adapting instruments to local economic specialisation, labour demand and infrastructure capacity raised their effectiveness. An integrated regional model combining territorial diagnostics, local comparative advantages, targeted skills development, transport and digital connectivity, employment of women and adaptive social protection was proposed, together with a set of outcome-based indicators.
