The article substantiates the procedure for assessing the effectiveness of budget funds, loans, investments, subsidies, tax breaks and transfers from the point of view of the regional economy. The difference between the allocation of financial resources, financing of a certain activity and providing economic results is shown. Criteria for comparing funds by purpose, user, ability to return funds, local employment, income and infrastructure results are developed. The time factor, economic ties between regions and the need not to recalculate the same result are justified in assessing effectiveness. The proposals serve to analyze the economic effect by separating the amount of funds
