Assessing and enhancing the investment attractiveness of Uzbekistan’s free economic zones

Annotatsiya

The article assesses the investment attractiveness of Uzbekistan’s free economic zones (FEZs) using annual statistics for 2022–2025. Industrial output in the zones grew 2.27-fold in nominal terms (about 1.77-fold in real terms), fixed capital investment 4.1-fold and the number of participating enterprises 1.66-fold. However, the export share, volatile from year to year, fell from 19.4% to 15.0%, output per soum of investment from 7.3 to 4.0 soums, and profitability from 7.6% to 0.6%. About 90% of real growth came from new participants, while real output per enterprise rose by only 6.6%. Growth has therefore been mainly extensive, and efficiency and export orientation have not improved. Taking into account Presidential Decree PF-41 of 2025, the paper proposes linking incentives to export performance in existing zones, indicator-based monitoring of zones, developing export infrastructure and improving statistical reporting.
