The article analyses the links between tariffs, subsidies and energy resource consumption norms in district heating services, using the Issiqliktaʼminoti LLC of Syrdarya region as a case. Scenario analysis is based on the company’s 2025 financial statements, tariff and subsidy calculations, and the fuel, electricity and technological loss norms approved for 2026. In 2025, sales revenue covered 21.0% of the cost of goods sold, and the company broke even only because of the subsidy. At the approved norm of 132.5 m³ of gas per Gcal and 2026 gas prices, fuel and electricity costs alone exceed the current tariff by 20–38% per Gcal. The paper proposes indexing the tariff to energy prices, channelling depreciation of state-transferred assets into an earmarked renewal fund, moving to metered billing and targeting subsidies
