Annotatsiya

This article examines dialogic and service-oriented features in the 2026 digital communications of Uzbekistan’s Ministry of Health. A directed content analysis of 20 official gov.uz materials coded four indicators: question-led framing, video/media integration, actionable service information, and institutional listening. The respective shares were 65%, 80%, 20%, and 15%. The findings indicate that presentational dialogicity is stronger than service and feedback mechanisms. The study proposes a compact indicator set for evaluating public-sector digital PR beyond reach and visibility metrics
