The article evaluates management efficiency and integration of HEMIS, EduBilling, and related platforms in Uzbekistan’s higher education through functional, systemic, comparative, and institutional analysis. The analysis covers management functions, integration with government information systems, electronic services, digitized financial processes, and data-driven management. HEMIS and EduBilling are used by 202 higher education institutions, while HEMIS contains data on over 1.5 million students and more than 44,000 faculty members. The platforms deliver administrative, informational, and managerial benefits, but effectiveness depends on data quality, interoperability, accountability, common performance indicators, algorithmic transparency, and information security. Data Hub is a foundation for unified digital governance.
