The study presents a comparative documentary analysis of four cases, namely the Republic of Korea, Japan,Indonesia, and Scotland in the United Kingdom, with Uzbekistan serving as the comparator. Instruments are identifiedfrom primary legal and institutional sources where available and from institutional and industry reports where suchsources are unavailable. Each instrument is classified according to the function it performs rather than its national label.The article transforms a genre usually presented as a list of success stories into a functional typology with clearly statedpreconditions, an assessment of transferability in terms of cost and lead time, and an explicit account of what the availableevidence does not support
