The integration of manufacturing enterprises, service providers, infrastructure organizations, and other partnerstructures operating within the value-added chain into a unified cluster system creates favorable conditions for the developmentof high-tech and competitive tourism products and services. Within such an integrated system, all participantsoperate on the basis of mutual interests, contributing to improvements in service quality, innovative capacity, and theoverall efficiency of the tourism sector. Particular attention is paid to the mechanisms for implementing clusters for thetraining of qualified personnel in the tourism sector of the regional economy. The organizational and institutional aspectsof cluster-based cooperation are analyzed, and recommendations are provided for addressing existing challenges andimproving the effectiveness of qualified personnel training
