This article discusses and analyzes international treaties and related international documents, which are legal basis for international cooperation in the fight against terrorism. In addition, the author focuses on the issue of codification in this area in order to increase the effectiveness of international legal regulation of international cooperation in the fight against terrorism. According to the author, the task of codifying the sphere of countering terrorism is an urgent and feasible task. In conclusion, the author expressed the opinion that in new system of international counter-terrorism law, the Comprehensive Convention "On Suppression of International Terrorism" should become an act of codification, it is expedient to form the obligations of states in area under study as accurately as possible, form a clear idea of existing substantive rules, mechanisms for implementing legal norms and interaction rules.
