This study analyzes the theoretical and practical aspects of a comprehensive evaluation of theeffectiveness of personnel management systems in healthcare institutions. It substantiates the necessity ofconsidering institutional characteristics, staff composition, service quality, and the level of resource utilizationwhen assessing management effectiveness. The importance of timely and well-grounded managerial decisionmakingis highlighted, and it is determined that delays or insufficient evaluation of such decisions can negativelyaffect labor productivity and overall organizational performance.Furthermore, the study identifies key criteria for evaluating managerial decisions, including the degree ofgoal achievement, economic efficiency, and employee job satisfaction. Based on the Donabedian model, the qualityof healthcare services is systematically analyzed through three components: structure, process, and outcome. Inaddition, a comprehensive assessment of labor productivity, service volume, staff turnover, and socio-economicindicators is considered an essential factor in optimizing the management system.As a result, it is concluded that improving management effectiveness in healthcare institutions requiresa multifactorial and systematic approach, which plays a crucial role in ensuring service quality and systemsustainability.
