Тhis article is devoted to the issues of the formation of the national political elite in the conditions of the establishment of the Soviet regime in Turkestan. it was analyzed that the Bolsheviks did not bring the representatives of the local people closer to the Soviet administration, they were distrustful of their activities, and that the nomenclature was introduced, which was considered the practice of promotion from the bottom to the top in the personnel policy.
