The article develops an organizational and economic mechanism for improving production efficiency at textile enterprises through the development of employees’ professional competencies and evaluates its current state. The mechanism comprises five functional blocks — regulatory-organizational, diagnostic-analytical, educational-developmental, motivational-incentive and information-control — each operationalized through four elements. Based on 36 textile enterprises of the Fergana region, a balanced panel of 108 enterprise-year observations for 2022–2024 was compiled. The mechanism maturity index amounted to 0.593, with the diagnostic-analytical (0.440) and information-control (0.440) blocks identified as the weakest links. Regression analysis showed that the elasticity of employee competence with respect to mechanism maturity equals 0.329, while the elasticity of labour productivity with respect to competence equals 0.526. Mediation analysis established that 62.4 % of the mechanism’s effect on efficiency operates through competencies (Sobel z=2.91; p<0.01). Enterprises with a developed mechanism demonstrate 1.88 times higher labour productivity and a 2.92 times lower defect rate than the fragmented group. A phased implementation programme and forecast scenarios are proposed.
